A “0.0 pip” account is never free. Raw-spread accounts charge a commission per lot, and commission-free accounts bake their fee into a wider spread. The fair comparison is the all-in cost of a round-turn lot, which is what the chart shows.
On one standard lot of EUR/USD, each pip is worth $10. A broker quoting 1.6 pips commission-free costs you $16 per lot; a raw account at 0.1 pips plus $7 commission costs $8. At ten lots a week that difference is over $4,000 a year.
